Establishment of the Pennsylvania Gaming Control Board

Once the Pennsylvania Gaming Control Board was officially established, the state could move forward with steps to fully legalize gambling. Things moved slowly at first, but then the PA gambling saw rapid growth. Just five years after casinos and racetracks were legalized in PA, the state’s gambling revenue was second only to Nevada in the entire United States.

By 2013 things really start to expand quickly. A few years later in 2017, Governor Tom Wolf signed HB 271 into law which expanded legal PA gambling. This bill broadened casino regulations, legalized video gaming terminals, and set the stage for legal online gambling.

The legalization of sports betting in PA was part of HB 271. This was held up until the US Supreme Court overturned PASPA in 2018. Once PASPA had gone, both retail and online sports betting in PA took off.
